TÜBA’s Report on the Middle East
TÜBA continues its efforts to assess global and regional developments from a scientific perspective, in line with its mission to guide the formulation of science policies and provide direction regarding global developments. The TÜBA Working Group on International Relations has published a report titled “U.S. and Israeli Military Attacks Against Iran:Regional and Global Consequences.”
Comprehensively addressing the historical background, security dimensions, international legal framework, and regional impacts of recent Iran-centered developments, the report was authored by Assoc. Prof. Dr. Bayram Sinkaya, a faculty member at Ankara Yıldırım Beyazıt University. Published as part of the TÜBA Publications series, the study analyzes the new geopolitical landscape emerging in the wake of U.S. and Israeli military operations against Iran using a multidimensional approach. The report examines in detail the origins of historical disputes between the parties, the process leading to the conflict, the course of the military operations, Iran’s defense strategies, the regional and global impacts of the conflict, and its implications for Türkiye.
Science Cannot Thrive Where There Is No Peace
Speaking about the report, TÜBA President Prof. Dr. Muzaffer Şeker emphasized that international crises must be assessed not only in terms of their military and political aspects but also in terms of their historical, legal, economic, social, and humanitarian dimensions. Prof. Dr. Şeker stated: “War zones are the cause of many negative developments not only in terms of humanitarian issues but also on a scientific level. The scientific community must take steps that prioritize the benefit of humanity and the development of the environment and the entire universe, and the primary prerequisite for scientific progress is, first and foremost, an environment of peace. Where there is no peace, the advancement of science, the free pursuit of academic research, and the preservation of hope for humanity’s shared future are not possible. The duty of scientists is not merely to explain events; it is also to contribute to creating a foundation that will bring humanity together around collective reason, common sense, and dialogue.
We, as an academy, both conduct numerous studies addressing the welfare of humanity, the environment, and international relations, and—as part of our role as a guiding force—share the results with relevant institutions and organizations. From time to time, we compile these findings into reports and present them to the global public. In recent years, the TÜBA Working Group on International Relations has consistently monitored developments related to global and regional crises and carried out significant research. For example, in a report published following Russia’s invasion of Ukraine, our academy assessed the war’s impact on the international system. We also conducted significant analyses regarding the Israel-Palestine conflict, addressing issues of international law, human rights, and the protection of civilians from a scientific perspective. We have also compiled a report on the recent India-Pakistan crisis. “With our published report, ‘U.S. and Israeli Military Attacks on Iran: Regional and Global Implications,’ we provide a comprehensive assessment of the current situation, including its historical background, regional dynamics, and global impacts. I hope this work will serve as a guide for peace-oriented policies on a global scale,” he said.
Regional and Global Consequences of the Conflict Examined
The report examines the developments following attacks in 2026 by the United States and Israel targeting Iran’s nuclear facilities, military infrastructure, and political leadership. The study comprehensively assesses the conflict’s impact on energy security, the strategic importance of the Strait of Hormuz, its effects on the global economy, and its implications for the balance of power in the Middle East. It also examines the conflict’s consequences for Iran’s domestic politics, security structure, and foreign policy. The study further addresses the diplomatic initiatives undertaken by Türkiye during the crisis. While evaluating Türkiye’s efforts to preserve regional peace, secure a ceasefire, and prevent human casualties, the report highlights Türkiye’s multifaceted diplomatic capacity and its role in crisis management.
Prepared with the contributions of the TÜBA International Relations Working Group, the report serves as an important reference source for academics, researchers, students, decision-makers, and all readers interested in the field of international relations, offering a scientific analysis of current developments. The study offers forward-looking assessments by highlighting the significance of the transformations taking place in the Middle East—not only from a regional perspective but also in terms of global security and the economy.
