Information Technologies and Communication: Individual and Community Safety

New Media and Changing Social Values

Since the first day it was used, technology refers to all devices that have served as agents, which benefit humans in their struggle with and domination of nature. Technology is a concept that means more than just use as instruments that encompass all mechanical and later electronic tools, so transforming the society in every change over time. Technology, which involves mechanic and electronic systems used in goods and services in the simplest definition, has gradually affected societies in every period, and mediates the establishment and breaking down of the civilizations. At this stage today, technology is in a structure that provides services both as both cause and a result of change and transformation in all areas of life. In the change and transformation of technology, people first reflect the information they obtained through examining themselves and their environment in different areas, and later on, they benefit from the accumulation of the past. Technology, which was only a tool and mediator with the motivation of making life easier, producing more, and getting over the difficulties existing in nature in the historical process, has become to shape the whole area of life at this stage. Today, the main determinants of many habits, notably consumption,  are technological devices and those who rule over them. Technology has become the dominant element of whole life and the entire world has thus become monitored and observed. Through technology, the culture and values of societies have become changeable, and in this way, all societies have evolved into communities that might be manageable. Managerial structures and political systems have been affected by this change, and the production and distribution relations have also differed. Social relations have continued to change radically and those who are the creators of the technique have created an imbalance in the direction of the productive, especially in their own social inner circles and in the relations of societies with each other. Those who are the creators of technique and technology have become hegemonic power over the others, and they have caused the creation of an ever-increasing imbalance between societies. All these results, at the outset, have started with changing values, technology created new values at the point reached. This article examines technology and the values that change through it in the context of mass communication. In the article, in which values as socially abstract entities are defined conceptually, social structure, culture, and values are handled from the perspective of new media. The study, which makes use of the literature and observing the implementations in new media atmosphere, approaches the issue from a point of view to describe the changing value perceptions.
